Bill C-233 — Loi modifiant la Loi sur les licences d’exportation et d’importation
Ce projet de loi voulait changer les règles sur l'exportation d'armes. Il voulait définir plus clairement ce qui est considéré comme des armes, incluant les pièces et la technologie nécessaires pour les fabriquer ou les utiliser. Le projet de loi voulait aussi interdire l'exportation d'armes vers des endroits où elles pourraient servir à commettre un génocide, des crimes contre l'humanité ou des crimes de guerre. De plus, il voulait empêcher que des pays soient exemptés des contrôles d'exportation pour les armes. Le ministre ne pourrait plus émettre de permis généraux pour exporter des armes. Avant d'autoriser l'exportation d'armes, le ministre devrait exiger un certificat du gouvernement du pays acheteur indiquant comment les armes seront utilisées.
I am introducing a bill to fix gaps in the rules about selling weapons to other countries. We need to make sure Canada's weapons are not used to hurt people or break human rights, and that all countries are checked before we sell them weapons.
I think Canada needs strong rules to control the sale of weapons. But this bill, while meaning well, could hurt Canada's safety, our defense industry, and our work with other countries. We already have good rules, and this bill could make it harder for us to help our allies and protect ourselves.
I think this bill has good goals, and I thank the member for bringing it forward. But I worry it will not work because the US and Canada trade a lot. I also think some parts of the bill are not clear enough, and I want to hear more before deciding if we should send it to a committee.
