Business & Financial Interests

Before entering provincial politics in Quebec, Carlos Leitão had a long career as an economist. He is most known for his role as the Chief Economist for Laurentian Bank Securities. His professional background in economics and finance was a central part of his public profile when he became Quebec's Minister of Finance.

Key Relationships & Connections

As a prominent cabinet minister in the Quebec Liberal Party, Leitão was a key member of former Premier Philippe Couillard's government. He served as Couillard's Minister of Finance from 2014 to 2018, making him a central figure in that administration's economic policy.

Public Controversies

As Quebec's Minister of Finance, Carlos Leitão was the face of the Couillard government's austerity measures aimed at eliminating the provincial deficit. These policies, which involved significant spending cuts, were highly controversial and led to widespread public sector protests and labour disputes. Critics argued the cuts negatively impacted public services, while supporters credited them with restoring fiscal balance to the province.

AnswerRail Transportation

Madam Speaker, I would like to thank my colleague for his question, because the Alto high-speed rail project is a very important issue. I would like to know whether our Conservative friends agree. I do not believe they do. I think our Conservative friends are against the Alto project. After having supported it for many years, they have now suddenly decided that it is no longer worthwhile. For

QuestionBuilding Canada Strong Act

Mr. Speaker, just for the record since our colleague made an allusion to that, Canada's economy is not the slowest-growing in the G7. In fact, right now we are the second-fastest and inflation in Canada is one of the lowest in the G7. However, I will go back to the issue in question here. Our colleague spent quite a bit of time on the one-year approval track record, but in fact this bill is one

DebateNational Seniors Day

Mr. Speaker, on October 1, Canada marked National Seniors Day. The day was centred around the idea of working together for the well-being of seniors. That theme is particularly appropriate in Marc-Aurèle-Fortin, where we have the Service bénévole d'entraide de Vimont‑Auteuil, the Comité d'animation du troisième âge de Laval in Sainte-Rose, and many other community organizations that help seniors

DebateTaxation

Mr. Speaker, seriously, there is one thing I do not understand. Honestly, I think it is a bit of a shame. What does international aid have to do with house prices? What is keeping Nick from buying a house just because we are providing international aid to countries facing difficulties? Give me a break. What sort of world do the Conservatives want us to live in?

DebateBuilding Canada Strong Act

C-39 Mr. Speaker, it is my turn to say a few words about Bill, which, as some of my colleagues have already mentioned, is primarily an economic bill. It is a set of measures. I am fully aware that it is a rather complete piece of legislation, let me put it that way, that is absolutely necessary in order to accelerate our economy and our economic growth. We were elected, a year and a half or so

DebateTaxation

Mr. Speaker, I would like to remind our colleagues opposite that the price of diesel is high in Canada, the United States, France, Germany, the United Kingdom and even Brazil and Japan. This situation is international, caused by an interruption in crude oil deliveries. We are helping consumers and Canadians through the social programs we have put in place. Our colleagues are not fond of social

InterjectionBuilding Canada Strong Act

Mr. Speaker, I disagree with that; that is not what we are doing. Give me a break. What we are doing is speeding up the process. We are not scrapping regulations. We are speeding up the way in which regulations are reviewed. I want to add one final point. This is not an excuse. It is not because of Trump. This is the reality. The U.S. administration has irreversibly changed the Canada–U.S.

InterjectionBuilding Canada Strong Act

Mr. Speaker, in fact, yes, the member, I and several other colleagues in the House were also in provincial legislatures, and it is extremely important that the federal government and the provinces are able to co-operate. Ever since April 2025, we have clearly been in a period of co-operative federalism. We talk with the provinces, we collaborate and we move forward together. That is the only way

InterjectionBuilding Canada Strong Act

Mr. Speaker, that is a good one: “nothing getting done”. Someone much wiser than me once said that whatever is exaggerated becomes meaningless. Unfortunately, we have had a great example of that in the House because for about a year and a half or so, everything has been consistently and continuously exaggerated. C-39 We are moving forward. For that, we need significant legislative change. That

InterjectionBuilding Canada Strong Act

Prime Minister Mr. Speaker, I have been a member of the House since April 2025, as have many of my colleagues, and thehas been leading this country since April 2025. What we are focused on is improving and accelerating the pace of economic growth in Canada in a sustainable and meaningful way.

Thank you, Madam Chair.

Sep 23, 2026

Thank you, Madam Chair. We're going to continue with the agenda item: pre-budget consultations. Good morning, Ms. Vicente. Thank you for being here. We're discussing pre-budget consultations and the role that Hitachi Energy Canada already plays in the Canadian economy. As you mentioned, your company has been here for about a hundred years. I had the opportunity to visit your plant in Varennes.

Thank you very much. Indeed, it's extremely important, because we're going to have major investments, not only in electrification, but also in defence and the automotive industry, for example. There are significant changes coming. It has to benefit the entire chain. So this ability to have discussion forums allows SMEs to participate as well. The big questions we hear all the time from SMEs who

DebateCanadian Fuel Affordability Act

Mission—Matsqui—Abbotsford Madam Speaker, I will be sharing my time with my colleague from. Like most members, I spent the summer talking with folks in my riding. One of the issues that keep coming back to us as parliamentarians is the cost of living, the fact that everything is more expensive and the fact that businesses and families are indeed having trouble meeting their needs. At the same

InterjectionCanadian Fuel Affordability Act

Madam Speaker, it is, in fact, a temporary measure. It is not as targeted as the Canada groceries and essentials benefit, for example. However, what we lose by having a more targeted measure for fuel prices, we quickly gain back. This is something that can be implemented quickly. That is what we did last April, and that is what we are continuing to do now. It is quick and temporary.
